    Application pre-filling for non-EU workers starts 23 October 2026

    On 1 October 2026, The Ministry of the Interior, the Ministry of Labor and Social Policies, the Ministry of Agriculture, Food Sovereignty and Forests and the Ministry of Tourism released joint Circular No. 7185, with operational procedures for the 2027 quota for foreign workers, on the basis of the 2026-2028 Decreto Flussi (Flows Decree).

    For 2027, 76,200 non-EU nationals can enter Italy for non-seasonal work ; 89,000 non-EU nationals can enter Italy for seasonal work and 650 entries for self-employment.

    From 23 October 2026 to 7 December 2026 it will be possible to pre-fill the clearance applications on the ALI Services Portal of the Ministry of the Interior. The same Portal must be used to send applications starting from the expected click days, depending on the type of workers:

    • 12 January 2027 for seasonal dependent work in the agricultural sector;
    • 9 February 2027for seasonal dependent work in the tourism sector;
    • 16 February 2027for non-seasonal dependent work in the sectors referred to in art. 6, paragraph 1, D.P.C.M. October 2, 2025;
    • 18 February 2027for non-seasonal dependent work in the family care sector.

    All applications can be submitted until 31 December 2027, without prejudice to the availability of the relevant quotas.

    Moreover, the circular adds Kenya to the list of countries whose nationals qualify for the 2027 quotas. There are also new deadlines – employers have 15 days from the notification that checks are completed to confirm the nulla osta; and the contract of stay must be signed within 15 days from the workers arrival in Italy, rather than the eight days as previously allowed.
